Cement plant appeases critics - Midlothian: Pollution deal clears way for OK to double production [USA]

In a first-of-its-kind agreement with environmental groups, the Holcim Inc. cement plant in Midlothian [Texas] will install new pollution-control technology and deposit $2.25 million into a fund to monitor air quality and reduce other types of air pollution. In exchange, the grass-roots groups Blue Skies Alliance and Downwinders at Risk will stop fighting a permit Holcim has sought to double its cement production and increase its emissions.
