Eni response to fuel supply for violent conflict following ICJ ruling

According to a report from Oil Change International, investor-owned oil companies, including Eni, are "complicit in facilitating supplies of crude oil to Israel." Kazakhstan is a key source, supplying "22% of the oil imported by Israel," primarily via the Caspian Pipeline (CPC). The CPC is "a joint venture partly owned by Eni". Additionally, a shipment of Italian crude oil from the Val D’Agri project, "a joint venture between Eni (61%) and Shell (39%)," was imported by Israel, representing "1% of the total" supply. Given Eni's involvement in these operations, and despite growing international pressure and scrutiny over military aid to Israel, the continued supply of oil by Eni, highlights the company’s purported complicity in supporting military actions that contribute to severe human rights abuses.

We requested Eni Limited to respond to the above as well as the following questions:

  1. Can you confirm if your company supplies oil to Israel?
  2. How does your company reconcile its supply of oil to Israel with the International Court of Justice ruling and its obligations under the UN Guiding Principles on Business and Human Rights?

There response was as follows:

"Eni is deeply concerned about the situation that has arisen since 7 October 2023 in Israel and in the Palestinian Territories and it is saddened by the dramatic impact on the population.

In this complex context, regardless of the accuracy of the data reported which we do not intend to comment on, we do not recognize the reasoning behind the report released by Oil Change as valid: in a country, energy supply supports the functioning of social, economic, and industrial systems (transportation, schools, healthcare systems, industries, etc). Making instrumental allegations about their military purposes is extremely serious and groundless.

We continue to follow the situation carefully and to act as a responsible business actor, in line with our Code of Ethics and Policy on the respect of Human Rights."
