Mozambique: Telecom companies allegedly complicit in silencing protesters

The issue revolves around the role of telecom companies, particularly Vodacom, Movitel, and TMcel, in facilitating internet shutdowns in Mozambique during protests against the ruling Frelimo party. These shutdowns, implemented by the National Institute of Communications of Mozambique (INCM), are seen as an attempt to suppress dissent and prevent the spread of information about human rights abuses and government crackdowns. The shutdowns disproportionately affect marginalised communities, who rely on the internet for organising and communication, leading to accusations of "digital apartheid."

Vodacom, a subsidiary of Vodafone, and Movitel, linked to the Frelimo party, have been criticised for cooperating with the government, despite claims from Vodafone about upholding human rights in its home countries. These actions are seen as a violation of citizens' right to communication and a complicity in stifling resistance, as the government uses digital isolation to shield its actions from international scrutiny. The shutdowns are allegedly part of a broader strategy of violent repression, where protests are met with tear gas, rubber bullets, and, in some cases, live ammunition.

The Resource Centre unsuccessfully reached out to Movitel, Vodafone, and TMcel to invite them to provide a response to these allegations.
