In den letzten zehn Jahren haben sich die regulatorischen Rahmenbedingungen für den Technologiesektor stetig weiterentwickelt. Gleichzeitig ist die Zahl der Menschenrechtsverletzungen, in die Technologieunternehmen verwickelt sind, deutlich gestiegen. Das schnelle Wachstum dieser Unternehmen hat die Gesetzgebung zur Überwachung ihrer Aktivitäten oft überholt. Dies hat zu einer gefährlichen Abhängigkeit von Selbstregulierung, richterlichen Entscheidungen und sich daraus ergebenden Maßnahmen geführt, während Regierungen bemüht sind, mit dem Tempo und den Auswirkungen der Branche Schritt zu halten. Gerichte und Strafverfolgungsbehörden nehmen zunehmend die Versäumnisse von Unternehmen bei der Bekämpfung von Fehlinformationen, der Ermöglichung von Überwachung, der Ausbeutung von Arbeitskräften und der Verletzung der Privatsphäre zur Kenntnis - und die daraus resultierenden Schäden für die Gesellschaft.
