On 1 December 2016, a 26-year-old Ethiopian mason was sleeping at his accommodation when, in the early morning hours, he began experiencing breathing difficulties. Within minutes he received emergency medical treatment and was transported by ambulance to a nearby hospital, where he later passed away due to acute respiratory failure... [T]he SC [Supreme Commitee for Delivery & Legacy] identified deficiencies in emergency medical response procedures. The WWD H&S [Workers' Welfare Division's Health and Safety] team commenced a thorough investigation through a formal emergency medical response assessment across all construction sites and major accommodation sites.
