中国: 在海外为一带一路项目工作的中国工人应该受到关注

“中国一带一路项目中被遗忘的受害者”, 2019年4月23日

各国领袖将聚首北京参与第二届「一带一路」国际合作高峰论坛– 这是一个涉资一万亿元、涉及中国与超过100个国家的双边协议的计划,透过基础建设项目及深化经济关系,加强「联系」。在论坛举行前,很多评论都指出项目对东道国的负面影响,例如债务陷阱、土地占领、贪污、环境破坏… 但有一群受害者常被忽略: 在海外参与建设这些项目的中国工人… 他们非常容易受到雇主剥削,有时甚至比他们的本地同事更容易受到剥削… 其中一个案例,是最近一间中国建筑公司的行政人员因在纽约迫使工人参与强迫劳动而被联邦法院刑事定罪… 基于不实的工作资讯支付大额招聘费用、因而身负巨债的情况颇为常见… 深陷债务, 没有护照, 没有机会使用交通工具及接触独立意见, 这些因素令中国工人被迫在求助无门的情况下忍受这些情况。

的确,中国有承认这些问题,制定政策及规定禁止收取招聘费用或保证金,及禁止聘用持旅行签证的工人和指导公司保障工人权利。但政策和规定标准通常都含糊不清及没有法律约束力,而现行的法律规定恒常地被违反。中国应该在本月的论坛上宣布应对这问题的计划…
