Juan Carlos Flores is a land a territory defender from Puebla who opposes the imposition of the “Proyecto Integral Morelos”, which comprises of different infrastructure projects including a pipeline and a thermo energy plant. The Comisión Federal de Energía (CFE), opened a lawsuit against Domínguez and his colleagues Juan Carlos Flores and Teresa Castellanos, accusing them of negatively impacting the morale of workers following a manifestation, on 10th April 2019, where protesters painted slogans on CFE installations. The company is demanding 69,000 Mexican pesos for “frightening workers”. Jamie Domínguez, Juan Carlos Flores and Teresa Castellanos claim that they were not involved in the painting of the company´s property. Three days later, CFE withdrew the lawsuit. On 20th February 2019, Samir Flores, one of the main opponents of the Proyecto Integral Morelos, was killed just days before the consultation was carried out to install the project. National and international organisations claim that this lawsuit follows in a chain of actions that aim to silence opposition to impose the project and claim that CFE is criminalising the defenders with false claims and no evidence.
