Thank you for your inquiry regarding certain steps by the Russian Ministry of Industry and Trade to publish a list of products and product categories for which “parallel imports” into Russia are allowed. In response to your inquiry, we would like to highlight certain fundamental principles that guide the activities of the company, as set forth in our Code of Conduct.

First, Toyota is committed to compliance with applicable laws, internal company policies and rules, abiding by sound social norms, and taking appropriate action against any illegal or criminal acts or acts in violation of the company’s policies and rules. This includes compliance with applicable export controls and economic sanctions, including those imposed against Russia and other countries. In part to support our compliance with applicable law, as of February 2022, Toyota stopped the supply of all vehicles to Toyota Motor Russia, Toyota’s national distributor in Russia, for distribution in Russia and Belarus.

Second, Toyota seeks to achieve the top-level world standard in automotive safety measures. It is a fundamental policy that Toyota and Lexus vehicles should be safe and comfortable for use by all customers across the world. That is why we deliver vehicles that are designed, developed and manufactured for the situation and circumstances of a specific country, meeting local safety, environmental and other regulatory requirements. If Toyota and Lexus authorized distributors and dealers sell vehicles that were built for a different market, our customers may have serious quality problems, or service parts may not be available in a timely manner. For these and other reasons, Toyota has in place importer agreements and distributor agreements in the markets where it operates that strictly prohibit Toyota and Lexus authorized distributors and dealers from selling Toyota and Lexus vehicles and parts outside of the boundaries of their own sales territory. Toyota distributors and dealers are not authorized by Toyota to engage in parallel imports of Toyota or Lexus vehicles to Russia or to transfer Toyota or Lexus vehicles for sale in Russia.
