Mit Geheimdiplomatie vorbei am Kabinett versuchen die Liberalen, ihre eigene Agenda durchzusetzen. Diplomaten in Brüssel sind zunehmend irritiert und zweifeln an Deutschlands Verlässlichkeit.
Die Bemühungen der FDP, das EU-Lieferkettengesetz gegen den Willen der Koalitionspartner zu Fall zu bringen, gingen weiter als bisher bekannt. Wie die Süddeutsche Zeitung aus Parteikreisen erfuhr, hat der deutsche Finanzminister und FDP-Parteichef Christian Lindner seinen italienischen Ressortkollegen Giancarlo Giorgetti sogar persönlich gebeten, Rom möge in Brüssel nicht für das Gesetz votieren.
Lindner umging dabei nicht nur das Arbeitsministerium von Hubertus Heil (SPD), das in der Bundesregierung für das EU-Gesetz federführend zuständig ist. Der Finanzminister untergrub damit auch die laufenden Versuche, in der Bundesregierung eine gemeinsame Position zu dem Gesetz zu finden. [...]
Die belgische EU-Ratspräsidentschaft hat die für diesen Freitagmittag vorgesehene Abstimmung nun kurzfristig vertagt. Am kommenden Mittwoch sollen die Botschafter der Mitgliedstaaten einen neuen Anlauf nehmen, um die Richtlinie ins Ziel zu bringen. Nach SZ-Informationen hätten außer Deutschland unter anderem auch Österreich, Ungarn, Tschechien und Finnland nicht zugestimmt. Italien hielt sich bis zu dem Botschaftertreffen am Freitag bedeckt und signalisierte dann seine Enthaltung. Überraschend wollten sich dann auch Irland, Luxemburg und Zypern enthalten. Damit hätte das Gesetz die notwendige Mehrheit verfehlt, weil eine Enthaltung wie eine Nein-Stimme wirkt. Belgische Diplomaten suchen jetzt offenbar nach einem Ausweg. [...]
Justizminister Marco Buschmann (FDP), dessen Ressort bei den Verhandlungen über das Lieferkettengesetz eine beratende Funktion hat, hatte sich in dieser Woche in Briefen an die EU-Kommission und die Regierungen anderer EU-Staaten eindeutig gegen die Vorlage gewandt. [...]
Das war zum einen ungewöhnlich, weil es nicht die Aufgabe eines Justiz- oder Finanzministers ist, am eigentlich zuständigen Ministerium vorbei direkten Kontakt mit ausländischen Regierungen aufzunehmen, um diesen Bedenken gegen ein EU-Gesetz mitzuteilen, ohne dass darüber ein Konsens im Kabinett besteht.
Zum anderen löste der Zeitpunkt der Interventionen in der EU große Irritation aus. [...]
Doch die Häufigkeit, mit der die FDP inzwischen fertig ausgehandelte europäische Kompromisse infrage stellt - und mit den Koalitionspartnern dann öffentlich darüber streitet -, nährt im Brüsseler EU-Viertel einen bösen Verdacht: Beobachter sehen den Grund dafür nicht mehr in handwerklichen Problemen, etwa weil sich die Ministerien in Berlin zu spät abstimmen. Sondern sie vermuten Vorsatz - dass sich die FDP schlicht parteipolitisch profilieren wolle und ihr der Schaden für die Glaubwürdigkeit der Bundesrepublik auf europäischer Ebene egal sei.
Letztlich gefährde Berlin damit die gesamte Arbeitsweise der Europäischen Union, heißt es in EU-Kreisen. Denn im Endeffekt bedeutet dieses Verhalten: Ein Trilog-Ergebnis ist keine verlässlich vereinbarte Übereinkunft mehr, sondern nur ein beliebiger, erneut verhandelbarer Zwischenschritt. Sollte sich diese Ansicht in der EU durchsetzen, könnte das die Funktionsfähigkeit der Union infrage stellen.
