Peru: State and indigenous organisations resume negotiations around oil Blocks 8 and 192

...On 14 December representatives of the state and indigenous organisations on and around oil Blocks 8 and 192 resumed negotiations. They will review progress on 23 January.

...[A]fter a series of warnings on 20 November the indigenous federations affiliated with the PUINAMUDT Platform began a staggered mobilisation with the blocking of the Marañón River by the ACODECOSPAT federation, followed a week later by the Achuar federation in Villa Trompeteros.

In response, and in an attempt to get oil production moving again, the government agreed to meet with indigenous representatives in Villa Trompeteros on 14 and 15 December.

Representatives of both parties met on the agreed dates. For their part, the indigenous federations agreed to lift their partial control of the facilities on Block 8 and the government agreed to demonstrate progress on the agreements reached in previous negotiations by 23 January. If the government were to fail to do so, as it has repeatedly done in the past, the indigenous threatened to take total control of the oil installations on Block 8.

The negotiations last month revolved around two points:

  • implementation of the agreements reached during the prior consultation over the reopening of Blocks 8 and 192, and
  • progress in the environmental rehabilitation of both blocks agreed to in negotiations that took place back in 2017...
