Since 1997, all the Russian companies, regardless of their ownerships and legal forms, are obliged to keep military records of all their employees suitable for recruitment, and to submit the mentioned military records to the Military Registration and Enlistment Office anytime a new employee is hired, or anytime an employment relationship ceases. The law also requires to ensure the supply of equipment, transport, buildings, land and other means, in line with the mobilization plan.

The new Decree states that the competent Russian military authorities could summon employees suitable for military purposes. No requests for supply of equipment, transport, buildings, land and other means, have been done to Pirelli Tyre Russia (PTR). PTR is incorporated under the Russian laws and shall comply with the Russian laws and regulations, including the law on the mobilization on which it does not deserve any discretionary power.

Pirelli halted its investments in Russian factories, excluding those linked to security, and activities are limited to those needed to guarantee the financing of salaries and social services for employees. Notwithstanding the above, even if PTR had decided to cease production in Russia, this decision would not have altered the government's recruitment plans in any way, plans that are beyond any control of PTR.
