中国:多个城市急于为新型冠状病毒患者建造医院,人们对建筑工人的工作量和健康状况表示担忧

就像武汉的两家新医院一样,当局希望这些新设施在一周内建成及投入运营。

武汉郊区火神山医院的建成速度之快,赢得了国内外评论家的称赞。但是,这些超高速项目在工作量以及健康和安全方面都给建筑工人带来了巨大压力。

在火神山,有7,000名工作人员全天候工作,以使该设施在2月4日之前投入使用。最初,甚至没有轮班制度,每个人都在不断工作…后来,随着更多工人的到来,建筑分两次轮班进行,建筑工人每天轮班12小时,行政人员的工作时间更长。

火神山的许多建筑工人是农村移民。

来自河南的一位劳务承包商告诉财新新闻,他在假期期间可以挣正常工资的两倍。但是,中国的《劳动法》规定,在公共假期工作的劳工的工资应不低于其正常工资的300%。

除了工作时间过多和报酬不足之外,工人还更容易发生事故和感染。在医院开放日的前夕,可以看到有十二名工人只戴着薄口罩,却在修理泄漏的排水管。

在火神山工作的一名56岁建筑工人已经被证实感染了冠状病毒…很可能还有更多的病例未报告。

至关重要的是,随着越来越多的城市计划进行高速建设项目,所有建筑工人均应获得适当补偿,并受到全面保护,免受感染风险。

此外,当局必须确保没有因紧急的医院建设项目而拖欠工资的情况。拖欠工资是中国建筑业的普遍现象,迄今为止,几乎没有政府出台的措施足以解决这一问题。
