中国:新报告建议以“一带一路海外项目分级分类体系”监察海外投资项目的环境影响

"海外煤电项目备受关注,“一带一路”如何应对环境风险?" 2020年12月2日

12月1日,“一带一路”绿色发展国际联盟发布了“一带一路海外项目分级分类体系”,建议基于环境影响对海外项目进行红、黄、绿灯三级分类,对中国“一带一路”海外投资项目的环境与生态影响进行系统、清晰的分类识别,以助力海外项目的管理部门从可持续发展角度加强监管。

“一带一路”绿色发展国际联盟(下简称带路联盟)通过《“一带一路”项目绿色发展指南基线研究报告》(下简称《报告》)推出了上述分类体系。《报告》由带路联盟牵头、世界资源研究所支持并共同撰写。[...]

海外项目绿色发展建议

《报告》提出可依据投资项目在环境污染防治、气候变化减缓和生物多样性保护三个维度上的影响,将项目分为绿灯、黄灯和红灯三类,分别对应鼓励合作类、一般影响类和重点监管类的分级。同时,《报告》提出了“一带一路”项目投资正面和负面清单的管理办法,对推动海外项目绿色发展做出了具体建议。[...]

《报告》的主要建议包括:

相关主管部门依据分级评估结果,加强对“绿灯”项目投资的支持政策。例如在专业化担保和增信机制、绿色信贷支持项目财政贴息等方面,为“绿灯”项目提供激励。

在银行业金融机构绿色信贷业绩评价制度中,考虑结合《指南》对相关境外信贷信息进行收集填报和信息披露,综合评价绿色业绩。

参与“一带一路”投资项目的企业、金融机构和相关主管部门基于环境效益分类评估结果,在决策流程、风险管理、环境影响评价、融资条件、绩效评价和信息披露等方面,对三类项目的全生命周期进行差异化管理。

根据带路投资国的经济社会发展情况,制定适应各国资源环境和社会经济状况的分级分类体系,为东道国政府提供参考;并推动在当地开展成果应用示范,为项目分级分类推广应用到更多“一带一路”共建国家提供借鉴。
