留日研修生之死与日本「奴工」制度反思

…从上个世纪研修生制度问世截至2008年,总计212名外国研修生在日本死亡,其中22人自杀,66人「过劳死」。死亡人数最多的是2008年,有33人死亡,死于脑、心脏疾病的有15人,年龄都在20岁至30岁之间,死亡率是日本同龄人的2倍以上。…当初推出外国人研修制度…不过是为引进廉价劳动力…支撑着日本的「3K」行业,即「繁重、肮脏和危险」的行业。对于大多数研修生来说,他们不过是日本工厂的「奴工」。许多工厂实施刻薄的管制,收缴他们的护照、健康保险证,还作出各种非法惩罚规定,工作时间上厕所,忘记锁门以及穿拖鞋外出等都要被罚款。美国官员今年7月就曾警告称,研修生制度正在成为一种「强制劳动」的温床,研修生在日本被强制从事超长时间而薪水低廉的劳动。

实际上,一些国家的劳务输出机构也充当了「帮凶」。日本厚生劳动省最近一项有关研修生的调查结果显示,16%的被调查者表示在赴日本之前均在本国支付了「保证金」。这些保证金是为了防止研修生从实习地方逃走而设置的,他们被要求不许向日本法院、社会团体以及媒体申述,也不许参加罢工,否则,保证金将有去无回…
