[I]t is crucial that States provide for the protection of human rights defenders by ensuring that the content of their National Action Plans (NAPs) on business and human rights include measures to prevent attacks against defenders and to ensure that defenders are supported, consulted, and free from aggressions, harassment, restriction, interference, and barriers to justice...This publication is intended to orient States to the need and benefits of engaging human rights defenders in the process of developing a NAP on business and human rights. It also aims to provide guidance to ensure that the content of a NAP effectively contributes to a safe and enabling environment for human rights defenders.
