Purpose of position:

Tax avoidance by multinational corporations costs the US Treasury at least $100 billion every year.  Developing countries face a similar shortfall that has an even more dramatic impact, as developing countries proportionally rely more heavily on corporate tax to fund their national budgets.  Without adequate tax revenue, governments around the world cannot invest in schools, hospitals, infrastructure, and other essential services that are vital to reducing poverty and inequality among their citizens.  Stopping corporate tax dodging is a priority of Oxfam’s global “Even It Up” campaign against inequality and a centerpiece of our tax strategy within the US.  At the same time, issues of “tax justice” are rising on the national agenda (both Congress and the White House), the international agenda (including various initiatives by the OECD, G20, the UN, the African Union and other organizations), and among corporations themselves and their investors. 

This position will contribute to Oxfam America’s private sector and ADF teams, in particular to implement a strategy to influence multinational corporations to pay their fair share of taxes. S/he will provide policy analysis, research, and advocacy to support Oxfam America’s larger agenda on tax justice, including direct engagement with MNCs and Private Sector related engagement with the US government. S/he will work with the Private Sector Advocacy Manager, ADF Director, and other senior staff to provide policy analysis, research, and strategic advice, as well as to design and implement advocacy strategies. This will include both an “insider” approach—identifying and promoting responsible corporate tax behavior on tax through industry roundtables and dialogues—and an “outsider” approach using evidence-based public campaigning to target corporate laggards.  S/he will work closely with research, policy, and communications staff to promote a broader tax justice agenda that includes changes to private sector policy and practice to advance public policy reform on a national and international level. This position is currently funded for 24 months with support from the Ford Foundation.

Primary responsibilities:

Strategy development and implementation:

  • Help develop and implement strategic plans for private sector engagement, policy development, research and advocacy on corporate tax issues.
  • Conduct and manage research into the tax policies and practices of specific targeted companies and industries.
  • Help to engage and convene gathering of forward-looking companies to encourage responsible corporate tax behavior.
  • Provide policy research and analysis on emerging issues in corporate taxation to inform Oxfam, partners, and interested parties.
  • Develop and present potential advocacy opportunities to encourage companies to adopt responsible corporate tax practices.
  • Keep abreast of domestic and international policy, legislative and regulatory proposals and corporate practice related to taxation.
  • Participate in regular private sector, ADF, tax, and inequality strategic planning.
  • Contribute to Oxfam’s US and global advocacy strategies related to private sector engagement and tax justice.

Advocacy and external affairs:

  • Act as an Oxfam America spokesperson and advocate on corporate issues before multinational companies, investors, international financial institutions, policymakers and the media.
  • Identify advocacy opportunities to advance the tax justice agendas.
  • Develop and maintain key relationships with corporations, investors, accounting firms, and financial institution targets relevant to the issues prioritized. 
  • Participate in advocacy and influencing meetings with target actors.
  • Develop and maintain key relationships with NGO allies and NGO networks, represent Oxfam America in NGO coalitions and events, and play a lead role in NGO coalitions and working groups as appropriate to Oxfam’s expertise and program experience.
  • Develop and write policy papers, advocacy issue briefs, and research reports on taxation in collaboration with relevant Oxfam staff. 
  • Develop “case studies” on corporate tax issues for use in broader tax justice campaigns.
  • Collaborate with media and campaign staff to support the development of press and campaigning strategies that support policy change strategies related to corporate tax.
  • Organize briefings and advocacy events, and represent Oxfam America in these and other public forums as necessary.

Coordination internally with Oxfam America and Oxfam International, including global tax and campaigning teams and regional and country programs:

  • Share information regarding opportunities for influence on corporate tax with Oxfam colleagues, including relevant corporate, investor, and governmental practices, policy reforms, and advocacy positions. 
  • Provide private sector engagement and influencing perspectives to Oxfam workshops and meetings relevant to corporate taxation.
  • Support the development of global corporate tax campaigning and develop and maintain strong collaborative working relationships with relevant Oxfam global, private sector, and country staff working on tax justice issues to take maximum advantage of advocacy opportunities.
  • Participate in relevant Oxfam America and Oxfam International team meetings and retreats.

Expectations for the position

  • S/he will be a capable and visible spokesperson and advocate for Oxfam’s private sector engagement and taxation activities and will be an organizational expert on corporate tax issues.
  • S/he will have the technical expertise and advocacy skills to effectively engage in dialogue and public debate with tax experts from multinational companies, governmental agencies, academia and international financial institutions.
  • S/he will be available to represent Oxfam at public events.
  • S/he will develop positive working relationships with Oxfam’s allies and partners around Oxfam’s goals and priorities.
  • S/he will stay abreast of professional standards, trends and issues affecting this set of responsibilities, demonstrating continuous learning of the field.
  • S/he will work effectively and collaboratively in support of building a team-based culture of work, will perform all duties appropriately for a multilateral and multi-cultural environment, treating all persons with dignity and respect, and will be familiar with Oxfam America’s mission and goals.
  • S/he will be available to travel nationally and internationally up to 10% of the time.
  • S/he will have an understanding of gender equity and diversity within key areas of responsibility and a commitment to promoting gender equity and diversity in our workplace and programs.

Required qualifications:

Education:

  • Master’s degree in political science, economics, accounting, law or related fields, or equivalent combination of education, experience, and training.

Experience and Core Competencies:

  • Seven or more years work experience in international development and/or policy advocacy, human rights, tax/accounting fields.
  • Experience with / academic training in corporate taxation, tax law, accounting and auditing.
  • Knowledge of and experience working on fiscal governance and taxation issues.
  • Knowledge of and experience working with private sector actors, including MNCs and accounting firms.
  • High level policy analysis skills.
  • Strong communication, analytical, research and professional writing skills; writing must be easily adaptable to a variety of audiences.
  • Good public presentation skills and the ability to communicate to a variety of audiences.
