Swiss law banning private, military & security companies from engaging in combat operations abroad to go into force 1 Sep 2015

Over the past years Switzerland has pushed for an international standard regarding PMSC activities in conflict areas (Montreux document, Int. Code of Conduct). In 2013 Switzerland decided to take regulatory measures to implement at the national level. Today the Swiss government published the detailed decree relating to the Swiss law on Private Security Providers and announced its entry into force on 1st of September 2015

To engage in combat operations will be prohibited for PMSC based in Switzerland and their subsidiaries. Government can prohibit further activities of a company if it has been engaged in serious HR violations, employs untrained personell or does not follow the ICoC (art. 14/2). Moreover they will be required to report to the Department of Foreign Affairs i.a. about perceived  risks, details of engagement, training of personell etc. Government can otherwise start an investigation. Moreover it will be mandatory to become a member of the ICoCA.
