As a matter of best practice, companies that provide in-kind or financial support to public security in a manner contemplated by the VPs seek to enter into written memorandums of understanding (MOUs) and support agreements.  These agreements are important in clearly documenting the relevant expectations of both companies and public security, in a manner that allows for transparency with external stakeholders and local communities.  For companies, MOUs and support agreements are important in identifying the nature, details and limits of the support the company is providing.  For public security providers, MOUs are important in articulating the precise expectations of the VPs when performing their duties. In 2015, a multi-stakeholder working group of VPs participants created a set of model clauses for MOUs and support agreements between companies and public security.  The clauses are not intended to reflect the entirety of an agreement between companies and public security, or otherwise serve as a model MOU.  Instead, they reflect key details of the VPs that can be inserted into MOUs and agreements by any company, and thereby effectively create agreements that truly encompass the VPs.
