Alberto Nallar, a lawyer representing the aboriginal communities of Caspalá and other localities, was arrested. The communities of Caspalá are the main protagonists of claims against the government of Jujuy over the constitutional reform proposed by Governor Gerardo Morales. The reform includes provisions to criminalise public protests and restrictions on freedom of expression, petition and association; as well as revised legal mechanisms aimed at facilitating access to land for multinational lithium-producing companies, threatening the rights of indigenous peoples. Nallar has reportedly been charged with sedition. According to the Dictionary of the Royal Spanish Academy, "Sedition" is defined as "Collective and violent uprising against authority, public order or military discipline, without reaching the gravity of rebellion".
