S. Korea: Telegram chat rooms used for deepfake sexual exploitation of young women

Media reports have revealed a deepfake crime in South Korea in August 2024, involving university students and teenagers, where explicit images were created by superimposing their faces onto sexually suggestive photos or videos, and shared in Telegram chat rooms with at least thousands of members. The chat rooms also utilized 'deepvoice' technology to generate fake audio using AI.

In South Korea, regulations related to sexual crimes involving AI were first introduced in June 2020 to address the production and distribution of illegal synthetic media, including deepfake content. At that time, the Sexual Violence Punishment Act was amended to include a provision on 'false images,' stating that those who create deepfake videos could face up to five years in prison or a fine of up to 50 million won (approximately $38,000). However, there have not been many cases where this has resulted in actual punishment.
