TotalEnergies' response to allegations of violation of freedom of expression and arrests of citizens protesting against the operations of the EACOP

... The Companies, TotalEnergies EP Uganda and EACOP are both committed to the respect of human rights, including the right to freedom of expression and assembly as stated in their Human Rights Policy... The Companies take a proactive approach to ensuring that the project is implemented in accordance with internationally recognized human rights standards and the Voluntary Principles on Security and Human Rights (VPSHR). The Companies communicate with relevant government officials on Human Rights and advocate for professional conduct of police and army units.

As soon as the Companies are informed of ongoing demonstrations, they usually mobilize personnel to the site of the protest to seek to engage with protestors and understand their concerns and receive their petition if any. In addition, whenever TEPU is alerted of allegations of threats, intimidation, harassment, or violence against Human Rights Defenders in relation to its activities or EACOP Ltd.’s activities in Uganda, the Country Security Team will typically visit the police station and request information on the protestors’ welfare, and advocate for the need to respect the human rights of the HRDs. Where particular concerns are raised in this regard, TEPU may escalate its engagement for instance by contacting the Commander of the Uganda Oil and Gas Police, or the Ministry of the Internal Affairs...
