In November 2023, the Philippine News Agency reported that a recruitment agency, 11 Sea’s Immigration Services, in Pasay City was shut down by the Department of Migrant Workers for illegally recruiting workers to Poland and Canada.

The agency was not licensed to recruit workers, and charged applicants PHP 280,000 – PHP 500,000 in processing fees.

The recruitment agency allegedly used social media – particularly Facebook – to advertise their illegal job offerings.

In December 2023, the Business & Human Rights Resource Centre invited Meta to respond to the article and to outline how Meta monitors and removes content illegally advertising jobs to migrant workers in the Philippines. Meta’s response can be read in full below.
