Aliansi Masyarakat Adat Nusantara (AMAN), and Perhimpunan Pembela Masyarakat Adat Nusantara (PPMAN), Barisan Pemuda Adat Nusantara (BPAN), PEREMPUAN AMAN, the Right Energy Partnership with Indigenous Peoples (REP), and the Asia Indigenous Peoples Network on Extractive Industries and Energy (AIPNEE), along with other Indigenous Peoples Organizations, Civil Society Organizations and individuals sent an open letter to the Government of Indonesia, PT Perusahaan Listrik Negara (PT PLN), and German Development Bank Kreditanstalt für Wiederaufbau (KfW) expressing urgent concern about ongoing human rights violations against the Pocoleok Indigenous Community related to the expansion of the Ulumbu Geothermal Power Plant. This letter describes attacks on human rights defenders, including physical violence and detention, as well as violations of Indigenous Peoples’ right to free, prior, and informed consent.

The geothermal power plant is a project of the PT Perusahaan Listrik Negara (PT PLN), an energy company owned by the Indonesian government, and financed by KfW, a German state-owned bank.

The Business & Human Rights Resource Centre invited PT PLN and KfW to respond to the allegations. The response from KfW can be read in full below. PT PLN did not respond.
