In 2012, the Dominican Republic made a minimal advancement in efforts to eliminate the worst forms of child labor…because its birth certificate requirement limits educational opportunities for children, which increases their vulnerability to labor exploitation...[The] potential benefit from…[governmental] steps may be undermined by the 2010 Constitution’s citizenship provisions and Supreme Court decisions which deny Dominican citizenship and birth certificates to many children born in the Dominican Republic to parents who do not have resident status, effectively rendering them stateless…Children in the Dominican Republic continue to engage in the worst forms of child labor, including in dangerous activities in agriculture and in commercial sexual exploitation.
