The Japanese government decided in April 2014 to expand the Foreign Trainee Programme (now the Technical Internship Training Programme), to ensure an adequate supply of unskilled labour in the run up to the 2020 Olympics. The Foreign Trainee Programme has led to a large number of human rights abuses, and continues to come under staunch criticism from national and international human rights organisations, and even the United States Department of State. The expanded system announced in 2014 provides for improved safeguards, and will strengthen government oversight of the process. Nevertheless, concern continues to be expressed that rights violations will be rampant. Implementation of the expanded system is expected to start in the course of April 2015.
