...Even though our equipment is designed and manufactured for civilian use only (our machines are considered "auxiliary equipment" because they are used in all types of industries to manufacture parts), they are still subject to European Union export controls, including the need to apply for and obtain an export license in certain cases, or to apply for a license exemption in others. As part of our export control assessment, we always verify that the end user is not on any sanctions or embargo lists, and we require a written statement from the end user as to the specific purpose for which our equipment will be used and that it will be for civilian use only.

...Before the Russian invasion of Ukraine, we have sold several edm equipment in the Russian Federation through different distributors and resellers, but never an ONA AV130. As you can imagine, since 2014 all our sales to our Russian distributors have undergone a prior export control procedure and our equipment has always been exported with an export license or a license exemption certificate.

We do hereby certify that we have never delivered any ONA AV130 in the Russian Federation. In March 2021 we entered into a supply agreement with our Russian distributor FINVAL Energy for the supply of an AV130 EDM equipment, with Saturn as the end user, and obtained the relevant export license from the Spanish authorities. However, with the outbreak of the war in Ukraine in February 2022 and the EU sanctions against Russia, our export license was revoked (we know that Saturn and the ODK Group are on the sanction list) and our machine never left the European Union. This has been the only purchase order for an ONA AV130 machine ever received from the Russian Federation.

To date, ONA has sold only 5 units of its AV130 wedm and has full control over the destination. Except in the case of smuggling by a third party, it is impossible that ODK-Saturn has a ONA AV130...

To be fully transparent with your organization and your goals, which we fully support, here is the information in our sales records regarding the sales of ONA machines to the Russian PJSC UMPO and ODK business groups in the period 2015-2021:

  • 2015: Sale of an ONA AX4 RING through our distributor ATM Group based in Moscow. End user: JSC Nelidovpressmash. The intended use of the machine was the manufacture of parts for the SaM146 engine of the commercial aircraft SSJ100-95B.This machine left ONA for Russia, on 2018-06-20.
  • 2015: Sale of an ONA NX7AOM through ATM Group. End user: Saturn. The purchase order was cancelled on 2018-02-09 and the equipment was never delivered.
  • 2021: Sale of an ONA AV25 through our distributor FINVAL Energy, based in Moscow. End user: PJSC UMPO. The intended use of the machine was manufacturing equipment (clamping and stamping) to produce the civil aviation engine PD-14 for the MC-21 Aircraft. This equipment left ONA on 2021/12/20 with the corresponding export license.
  • 2021: purchase order for an ONA AV130, placed by our distributor FINVAL Energy. End user: Saturn, which was never delivered because the export license obtained was revoked after the invasion of Ukraine.

ONA has had a subsidiary in the Russian Federation -OOO ONA ELECTROEROSION, based in Moscow - which acted as a distributor and the official customer service of ONA in this territory, but given the impossibility of maintaining its business in Russia as a result of sanctions against Russia, ONA closed its Russian subsidiary in 2022 and liquidated the company on January 13th 2023...
