Russia: Dalpolimetall fined for failure to eliminate safety violations

Rostechnadzor revealed non-compliance with the previously issued instruction JSC MMC Dalpolymetal, 01 March 2022
The Far Eastern Department of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor) conducted unscheduled inspections in relation to JSC Mining and Metallurgical Company Dalpolymetal (JSC MMC Dalpolymetal) in the period from 17 to 28 January 2022 to monitor the implementation of previously issued instructions.

In the course of inspection activities it was found that the previously identified violations have not been eliminated:
- mining operations are carried out according to documentation not approved in accordance with the established procedure;

- transport vehicles operated at the mines are not equipped with collision avoidance systems;

- positioning systems equipped at the mines do not ensure the search for workers in mine workings, including through rock rubble;

- information on the functioning of life support systems and facilities (power supply, drainage, ventilation) is not remotely (in real time) provided to the mine control centre.
Based on the results of the inspections, appropriate orders were issued to eliminate the identified violations.

The legal entity JSC MMC Dalpolymetal and the head of the company were brought to administrative responsibility under part 11 of article 19.5 of the Code of Administrative Offences of the Russian Federation in the form of fines totalling 430 thousand roubles.
