Bernardo Caal is a human rights defender and a teacher. On 27 March, an arrest warrant was issued against him for the crime of fraud against the State, as a consequence of allegedly not attending classes in 2012. In addition on 31 March, several vehicles allegedly distributed pamphlets slandering Bernardo Caal in San Pedro Carchá y Cobán. Caal is part of a group that defends the Cahabón River from further hydroelectric project expansions, and his arrest is allegedly being used by supporters of hydroelectric projects in the area to delegitimize those who defend the river.
