Oil refinery: compensation rates get complicated [Uganda]

As Uganda prepares to build an oil refinery...the process of compensating residents to be displaced has been mired in accusations of big oil entities cheating powerless peasants...Residents...complain that the compensation sums are inadequate. Christopher Opiyo, the secretary of the Refinery Affected Residents Association, says residents are given ‘peanuts’...[and] locals...coerced to acknowledge receipts yet they have not received any money, leaving them in fear of losing out altogether...Enthusiasts within security agencies...have now resorted to the use of coercive tools to silence the affected people who...complain or even civil society organisations championing their cause. “They are threatening everyone who asks pertinent questions about the compensation.
