However, much of the disclosure and consultation activity occurred after completion of the [environmental and social impact assessment - ESIA]. Public disclosures prepared by the company – including the ESIA – were highly technical and did not at the time have sufficient information to allow for an informed view of the likely adverse impacts of the project.”
