In September 2021, workers reported that there were inadequate COVID-19 safety measures being implemented at Chang Yi Footwear factory, which had led to workers becoming infected. Labour activists say some factory owners in Yangon industrial zones, such as those at Hlaing Tharyar, had taken advantage of the lack of monitoring since the February coup.
