Dansk Boldspil-Union (Danish Football Association) response to questions regarding labour rights risks to migrant workers & remedy for abuse during the Qatar 2022 World Cup

Six months after the final of the Qatar 2022 World Cup, our research - After the Final Whistle: Migrant workers speak out on exploitation during Qatar World Cup 2022 - revealed systemic labour rights abuse among workers in Qatar during the World Cup, including extortionate and illegal fee-charging, wage theft, an atmosphere of fear and intimidation, and a serious lack of due diligence or monitoring by employers and workplaces on how workers were being treated at work. We asked all participating, visiting football associations the following;

  1. Invite you to respond to the findings of the report; and,
  2. Invite you to disclose information regarding the risks to workers detected by your systems during the tournament, including:
  • How many reports of abuse your organisation detected among contracted companies’ workforces, including at team and staff hotels;
  • The steps your organization took in response to those reports; and,
  • The steps taken to remedy and compensate workers, including amounts reimbursed in the case of recruitment fee-payment and wage theft.

The Dansk Boldspil-Union (Danish Football Association) said:

Thank you for your email requesting information regarding the initiatives performed by the Danish Football Association (DBU) in relation to the FIFA World Cup in Qatar.

The DBU has worked with human rights related issues in Qatar since 2015. You can find more information reg. the initiatives on our webpage here.

We have had a close cooperation with The Building and Wood Workers' International, BWI (the global union federation of democratic and free trade unions in the building, building materials, wood, forestry and allied industries), and with Amnesty International in the build-up to the World Cup. Our cooperations has continued after the World Cup, and currently the BWI is implementing various initiatives based around the three priorities below and funded by a donation from the DBU of approximately 80.000 EUR:

  1. Seminars on workers’ rights
  2. Legal counselling and assistance to migrant workers
  3. Training on occupational safety and health

Additionally, the DBU established a due diligence process to ensure that conditions meet the requirements of employee standards and rights at the facilities used by both the team and staff of the DBU. As part of this process, we used external third-party audit.
