Letter to OnlyFans regarding its ongoing business activities in Russia

...We request an urgent dialogue regarding potential inconsistencies between OnlyFans’ obligations under international humanitarian and human rights law and the company’s ongoing business operations and relationships in Russia that may contribute to, or be linked with, human rights harms...

In February 2022, OnlyFans initially blocked Russian creators from accessing their accounts, before reversing the move. The company later confirmed that it is “not terminating or suspending any creator accounts based on the creator’s location, and [it is] doing everything [it] can to support [its] community.” The company also announced that it was “taking steps to pause accounts receiving payments in Russia,” without outlining specifically how the change would be implemented. However, OnlyFans again clarified that the issue was resolved: “After experiencing financial restrictions we have been able to restore account activity for creators in all countries. Their accounts will have full functionalities as long as we continue to have payment methods to support them.” In late January 2023, reports from Russian Telegram channels and some media outlets suggested that OnlyFans was no longer accessible in Russia. These claims were later refuted by OnlyFans, which stated that the outage was the result of a technical issue which only affected certain regions of Russia. As of late April 2023, OnlyFans remains accessible in Russia.

Due to these inconsistencies, we are writing now to clarify OnlyFans’ position regarding its Russian business. These activities in Russia risk enabling and financing Russia’s violations of IHL and human rights law during the ongoing invasion and occupation of Ukraine.

We seek to understand the status of OnlyFans’ exposure to Russia and how OnlyFans has conducted and continues to conduct heightened human rights due diligence, and how the findings of such a process has resulted in these continued business activities and relationships...
