…From the information received about the cases of alleged business-related human rights abuse, one recurrent theme is inadequate consultation with individuals and communities affected by major development projects…

 …The Working Group heard testimonies from human rights defenders who explained that they faced continued attacks, threats, harassment and aggression because of their work to protect and promote human rights. Environmental human rights defenders and indigenous leaders in particular have been targeted when they have opposed development projects. 84. In a context of widespread cases of intimidation and harassment against community leaders who speak out against specific business operation and projects, the Working Group found the voice of business enterprises conspicuous by its absence….
