Rights groups call on HS2 to exclude Spanish train maker CAF from public tender due to its role in Jerusalem light rail expansion

Campaigners in the UK are calling on HS2, the public company building a high-speed rail link across England, to exclude Spanish train maker CAF from the public tender for HS2 rolling stock. This follows concerns over CAF’s alleged complicity in ongoing breaches of international law due to its role in the Jerusalem light rail expansion. A legal brief from the European Legal Support Center and Lawyers for Palestinian Human Rights had argued that HS2 is “legally entitled to and should take all necessary steps” to bar CAF from bidding.

Business & Human Rights Resource Centre invited HS2 and CAF to respond to the concerns raised. HS2's comment is available below, CAF did not respond to our invitation.
