Cambodia: Food processing factory fined for discharging wastewater causing adverse impacts on nearby residents

Khwai Atthia, Undersecretary of State and spokesperson for the Ministry of Environment, who conducted the site inspection with the team, noted that outside the factory, the team identified signs of liquid waste flowing into the Stueng Sen Chey from a location behind the factory, …. The team subsequently collected water samples from three locations along the Stueng Sen Chey for laboratory analysis.
Local authorities and community representatives also reported that the company is discharging liquid waste from the mango factory into the river, producing a foul odour that adversely impacts the lives of residents.
In front of the working group, the following actions were taken against the factory:
- An interim fine was imposed for the factory’s violations in accordance with applicable laws.
- Compensation and restoration measures were mandated for the affected creek, per Articles 723 and 724 of the Environment and Natural Resources Code.
- The company was instructed to close the canal that was found to be discharging cloudy liquid waste with a strong odour into the river behind the factory.
- The factory was required to prepare environmental and social impact assessment reports.
- The factory must renovate the treatment tank to meet environmental technical standards and establish additional storage ponds for processed liquid waste to prevent further discharge into the river.
