Morning session

In the morning, states and the Chair Rapporteur met for a private informal consultation to prepare the recommendations of the Chair and conclusions of the Working Group.

Afternoon Session

In the final meeting of the 10th session, the draft report, recommendations, and conclusions were adopted by consensus. No state requested to debate either document. In their remarks, states thanked the Chair Rapporteur for a productive week of negotiations.

Multiple states, including Egypt, Colombia and Cameroon, appreciated the Chair’s transparent and inclusive approach to facilitating discussions leading up to and during the 10th session. Parties were pleased to achieve the pre-set goal of discussing articles 4 through 11. Colombia remarked that negotiations proceeded at “cruise speed”. Several countries, such as Brazil, Mexico, and Indonesia called on more states to actively participate in future negotiations.

Many countries expressed their gratitude for the participation of legal experts, with Panama asserting their presence was a “major value added” to the process. The EU stated it will continue to participate in negotiations and work with the Chair to ensure widespread support for the LBI.

CSOs thanked the Chair for hearing civil society proposals on the 2025 roadmap and methodology. Groups also called for dissenting views of legal experts in upcoming consultative sessions to be made public. Finally, CSOs affirmed that the LBI should maintain an extraterritorial scope to best advance human rights.
