Amnesty International published a briefing which highlights significant gaps that persist despite these labour reforms in Qatar. These gaps manifest in labour abuses including, but not limited to, prevalent recruitment fee payments, overwork, and freedom of expression, and also the lack of adequate protection measures in certain sectors, namely security and domestic work. Security worker Joshua said that he was overworked, only getting two days off in a four month period. In addition to that, his salary was often delayed and deducted. He decided to leave the job before his contract ended.

Sophia was working for a cleaning company and said her wages were often deducted and she had to endure unsuitable housing conditions such as being living in crammed rooms. When she tried to leave for another job she reported for absconding, and was later held in deportation centre before she was eventually released. She remained jobless and worried about supporting her family.

Four Ugandan delivery drivers did not get paid regularly for months in addition to being kept in unsanitary accommodations. After one of the workers took his issue to the authorities, the employer promised him a lump sum payment and a flight ticket back to Uganda. However, the employer later took him to a police station where they were held on charges of running away and was then held for three weeks. His other colleagues were deported.

For many years, the government – like FIFA – met the mounting international pressure about these abuses with denial and inaction. Then, in 2017, it finally embarked on a journey to reform its labour system. Under a three-year agreement with the International Labour Organization (ILO), Qatar committed to dismantle the toxic kafala sponsorship system, tackle wage abuse, enhance health and safety measures, prevent and prosecute forced labour, and promote workers’ voices. This marked a welcome shift in Qatar’s approach and important legal reforms ensued in the years that followed...

This briefing examines what Qatar has achieved over the last 12 years, the impacts of its reforms and what further action is needed to fully protect the rights of all migrant workers in the country. It highlights that despite the positive evolution of Qatar’s labour system, which has improved the living and working conditions for hundreds of thousands of Qatar’s migrant workers and has the potential to transform the lives of many more, substantial work remains to effectively implement and enforce these. Ultimately, human rights abuses persist on a significant scale today...
