...without seeking to start a debate on formal points of legal and moral responsibility...we are aiming for an inclusive stakeholder process in the course of which we will listen to, or raise and certainly try to address the concerns of all involved...as a non-political entrepreneurial body with contractual obligations we cannot act effectively if we were to behave like a campaigning organization.
