...There are lots of valuable lessons from the report, and anyone involved in any similar mechanisms should take the time to read it in detail. But I do have a few observations about the report that I think are deeply troubling and worth pointing out...

...[W]hile economic losses may depend on a victim's income, so that a rich person's losses might be greater than a poor person's, damages for non-economic injuries - such as pain and suffering or emotional trauma - don't depend on victim's economic status. And they shouldn't...
