Statement of the Chair of the Working Group on the use of mercenaries for the 4th session of the Open-ended intergovernmental working group to consider the possibility of elaborating an international regulatory framework on the regulation, monitoring and oversight of the activities of private military and security companies....[T]his concept note is an expression of our Working Group’s commitment to advance a coherent, focused, realistic framework for your consideration that is responsive to current dynamics on the ground, and above all, guarantees the respect, protection and fulfilment of human rights. In seeking to achieve this, we have distilled the key concerns for us into eight main points.
