Are the recently promulgated Sinopec "Ten Safety Rules" in violation of the China Labour Contract Law? [China]

[Original article in Chinese. Translation of title and summary of key points by Business & Human Rights Resource Centre.] On 1 August 2007, Sinopec introduced 10 new safety rules. Commentators said that because the penalty for breaking each of the rules is termination of the worker’s contract, the real motivation was to eschew the new Labour Contract Law. They also said that the rules are geared mainly towards low-level workers, which is unjust. The rules include bans on smoking in particular areas and drinking at work; working at dangerously high elevations without safety belts; exploiting oil reserves containing sulfureted hydrogen; working over water without a safety vest.
