On 5 April 2024, Koet Saray, land rights defender and President of the Khmer Student Intelligent League Association (KSILA), was arrested and charged for inciting villagers embroiled in land disputes in Preah Vihear province, Cambodia to resist provincial authorities and the government. He was charged with incitement to commit a felony or cause social unrest, and committing a misdemeanor. Saray had stood in solidarity with communities from Preah Vihear province in land disputes against investment company Seladamex.
