Finland: Govt. guidelines on socially responsible public procurement discuss human rights considerations

In socially responsible public procurement, [...] contracting entities may take social aspects into account at different stages... This guide describes the options available, the requirements laid down for responsible procurement in [...] relevant acts, and the approaches to social responsibility adopted by different contracting entities... [T]he guide approaches social considerations through concrete examples... [R]isk analysis [...] helps to determine [...] whether there is a risk that the purchase will have adverse human rights impacts on employees, local population or service users... Supervision of contract terms on labour rights and human rights [...] involves extensive (and even global) monitoring of a company’s activities... The supervisory duties of the contracting entity may be eased by using different types of certificates... Certificates and more or less established audit practices often also permit the contracting entity to collect more reliable information on compliance with labour rights and human rights in the supply chain than what it could achieve by its individual efforts.
