Hikvision Corporate Statement:

Hikvision has no direct sales with government authorities in Myanmar, nor have they ever; further, Hikvision has never sold facial recognition technology into Myanmar. As a manufacturer, Hikvision’s customers in overseas markets are usually distributors and integrators, not end-users.

Hikvision takes all reports regarding human rights very seriously and recognizes our responsibility in protecting people. The company has been engaging with governments globally to clarify misunderstandings about the company and our business and address their concerns. As a market leader, Hikvision is committed to upholding the highest standards and respect for human rights.

  • Hikvision honors human rights as stipulated in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the ILO Declaration on Fundamental Principles and Rights at Work, and the United Nations Guiding Principles on Business and Human Rights.   • Hikvision takes its responsibility to protect human rights. In January 2019, Hikvision retained human rights expert and former U.S. Ambassador Pierre-Richard Prosper to advise the company on human rights compliance. Following Ambassador Prosper’s review, he informed the company that “we did not find that Hikvision entered into the five projects in Xinjiang with the intent to knowingly engage in human rights abuses or find that Hikvision knowingly or intentionally committed human rights abuses itself or that it acted in willful disregard." Business Operations 

  • Since 2010, Hikvision has operated as a publicly traded company listed on the Shenzhen Stock Exchange with a diverse set of shareholders including international institutional investors. 
  • An October 2022 report from the Atlantic Council found that, “Currently, there is no empirical evidence from the ground that demonstrates the systematic coordination between Beijing and Hikvision in the purposeful theft of personal data.”

Hikvision includes the following ethics clause in contracts with customers:

10.5 DISTRIBUTOR hereby further confirms and undertakes that the Products shall not be resold (i) to countries or territories, subject to U.S. economic sanctions, including Cuba, Iran, North Korea, Syria and the Crimea Region of Ukraine, or (ii) to any individual or entity that is listed on the Specially Designated Nationals and Blocked Persons List (an “SDN”) maintained by the Office of Foreign Assets Control of the U.S. Department of the Treasury (“OFAC”), or that is listed on the Foreign Sanctions Evaders List maintained by OFAC (an “FSE”), or that, to the knowledge of the DISTRIBUTOR, is controlled or fifty percentage or more owned, directly or indirectly, by one or more SDNs or one or more FSEs.

DISTRIBUTOR hereby confirms and undertakes that the Products shall not be resold or used in relation to weapons of mass destruction, or the development and/or production of chemical or biological weapons, or activities in the context or related to any nuclear explosive, or unsafe nuclear fuel-cycle activity, or in support of serious human rights abuses.
