The village council of the territorial community of Mykhailiuchka village (Shepetivka district, Khmelnytskyi region) asks the President of Ukraine Volodymyr Zelenskyy to help resolve the issue of "preventing the development of the Horodnyavska area of Burtyn graphite deposit".

The State Service of Geology and Subsoil auctioned off a special permit for graphite mining at Horodnyavska area of Burshtyn deposit on 31.03.2021. The winner was Spys Ukrainy LLC from the ONUR group of Turkish origin. However, the information about the special permit became knownonly in February 2023. The delay in the company's obtaining control over the subsoil plot was caused by a number of litigationfor claimslandownerswithin the field contour.

Firstly, the deputies of the ATC are outraged that the Mykhailyutska community was not consulted and its representatives were not informed of the State Service of Geology and Mineral Resources' intention to sell the special permit for the Horodnyavska area of the Burtynske field.

Secondly, the community draws attention to the fact that the founders and owners of Spys Ukraine LLC are legal entities and individuals of the Republic of Turkey (non-residents of Ukraine): "This fact directly violates the constitutional rights of the Ukrainian people to the land and mineral resources of Ukraine - this is unacceptable!"
