Huot Hay, Deputy Governor of Phnom Penh, said that the focus is on the management of foreigners to prevent human trafficking, illegal gambling and money laundering.

“Over three months the administration will disseminate the law to the owners of hotels, apartments and condominiums from April to June,” he said.

“Thereafter, a team consisting of law enforcement officials, local authorities, Ministry of Interior and Ministry of Labour will inspect their business locations,” he said.

“Foreigners who come to work or do business and stay in Cambodia must understand Cambodian law and adhere to it and avoid committing any crimes that are contrary to Cambodian law,” he added.

… If owners fail to comply it, the authorities will inspect their premises and if they have not complied with the law, legal action will be taken against them, he said…

The Immigration Law states that “owners or occupants of all types of residences must notify the police within 24 hours of the presence of foreigners who have come to stay.”…

Soeng Senkaruna, spokesman for rights group ADHOC, said it was the authorities’ duty to enforce the law. This practice is a good mechanism for managing foreigners living in Cambodia.
