Concerning the consultations that were carried out by the company...the Compliance Advisor Ombudsman of the World Bank...“...found that local leaders in both San Miguel and Sipacapa signed documents submitted to government regulatory agencies expressing support for the project. However, much of the disclosure and consultation activity occurred after completion of the [environmental and social impact assessment - ESIA]. Public disclosures prepared by the company – including the ESIA – were highly technical and did not at the time have sufficient information to allow for an informed view of the likely adverse impacts of the project.”
