Green futures: The role of labour migration in advancing climate actions

…These findings are anchored in IOM’s Institutional Strategy on Migration, Environment and Climate Change, which is based on the three strategic objectives of: 1) developing solutions for people to move, 2) developing solutions for people on the move, and 3) developing solutions for people to stay.4 Labour migration can play a role in recognising all of these strategic objectives by providing access to regular pathways for people who have to or want to move, including vulnerable populations, by giving people who are already on the move opportunities to return or move elsewhere in safe, regular, and orderly ways, and by allowing the households and communities around individual workers to stay by diversifying livelihoods, providing remittances, and stimulating skills and knowledge transfer, including through diaspora engagement…

Similar to labour migration that is not climate related, regular and irregular movement where ethical recruitment practices, adequate labour standards and other social protection measures are not in place, or where the skills of workers are not properly recognised, contain a risk of exploitation. Disaster settings, including those linked to climate hazards can further increase the risk of migrant workers being subjected to trafficking and other forms of abuse. In addition, climate change, environmental degradation and disasters are risk multipliers, which can exacerbate pre-existing vulnerabilities and weaken resilience….
