Toolkit for addressing security & human rights challenges in complex environments

The Geneva Centre for the Democratic Control of Armed Forces (DCAF) and the International Committee of the Red Cross (ICRC) have just published the second edition of the Addressing security and human rights challenges in complex environments Toolkit. The Toolkit is a guidance document structured around real-life security and human rights challenges faced by companies operating in complex environments. Good practices and recommendations are provided on how to address these challenges, complemented by practical tools such as checklists and case studies. The second edition includes a brand new Chapter 3 – Working with private security providers. It also includes fully revised and updated versions of the first two chapters of the Toolkit (i.e. Chapter 1 – Working with host governments, and Chapter 2 – Working with public security forces), with new good practices, tools and case studies.  The Toolkit is available on the Security and Human Rights Knowledge Hub: www.securityhumanrightshub.org/content/toolkit.
 
The Toolkit is a living document, developed through extensive consultations with a wide variety of actors and a review process involving a multi-stakeholder group of experts. A new chapter on community relations and further tools are under development. Feedback and suggestions from users are strongly encouraged; this will ensure that the recommendations and tools provided in this Toolkit are effective in addressing challenges on the ground.
